Intensification and effectiveness of the negotiations between Baku and Astana about foundation of new Aktau - Baku Company for transportation of Kazakh oil through Baku - Tbilisi - Ceyhan pipeline that began to gain legal and technical contours, effected to the general arrangement of pipelines in the Caspian region.
Kazakhtan that is going to produce 150 - 250 mln ton of oil for 2015 is seriously worried about perceptiveness and alternative of its export. Because Kazakhstan has only two routes (Tengiz - Novorossiysk pipeline - max capacity 67mln ton and Atirau - Samara after reconstruction 25 mln ton per year) through one country that appears a big independent oil producing and exporting country. The question is that the Russian government rejected the Kazakhstanian government to exceed the 17.5 mln ton quote in 2003, as transit of foreign oil would harden own export. According to Andrey Sharonov, Deputy Minister of Economy Development of the Russian Federation, deficit of pipeline capacity is 40 mln ton in Russia but after operation of the second Baltic Pipeline System (BPS) this deficit will decline to 10 mln ton. This nuance is very important to transit countries and Russian exporters - it's necessary to change the export policy completely. Kazakhstan suggests Russia to make considerable changes in its export policy. Askar Smankilov, General Manager of National Transportation Company Kaztransoil (KTO), declared that Kazakhstan is ready to be transit country for Russian oil, informs Reiter Agency.

In 1992-1993 he was program leader on foreign policy and national security of Strategic research Center at Kazakhstan Management, Economy, Forecast Institute at KR President. He knows English.
Since 1993 he has been in the system of Kazakhstan Republic Foreign Affairs Ministry. During 1993-1996 held responsible diplomatic posts in the Central Apparatus of KR MFA. During 1996-1998 he was Adviser in Embassy of KR to US. In 1998 he was appointed Deputy Director of First Department. In 1998-1999 - Director of First Department, Director of Multiple Cooperation Department at KR MFA.

Caspian bed is divided into three basic geological zones, i.e. Northern Caspian, Medium Caspian and the Southern Caspian. According to the estimation of Russian geologists the hydrocarbon reserves discovered in the region (oil, condensate and gas) are equal to 12 bln tons of equivalent fuel (e.f.). 7 bln tons of them make oil. The information of various sources about Caspian oil reserves differs greatly. In one of the sources the reserves are mentioned to be 13 bln tons, in another 22 bln tons, and in the next 50 bln tons. The Department of State report says, "Having 27.5 bln tons of oil the Caspian region can play a significant part in world's oil market. If the forecasts are proved, in nearest future the oil of the Caspian region could make 1/5 of the world oil reserves and balance with the reserves of Iraq and Kuwait together.
Kazakhstan enters the structure of the regional countries owning strategic stocks of hydrocarbons and Kazakhstan has more than 200 oil fields. The country took the second place among the republics of former USSR, and in the best years she used to recover 17-18 mln tons of oil. Independent Kazakhstan, via the territory of which 4,900 km of pipeline main is running, has fallen into Russian dependence in exporting oil and faced a number of problems in formation the republican energy in dependence. The only way out to Europe flor the export of Kazakh oil was through Samara. When the problem of Tengiz oil exports sprang out, Kazakhstan had to sense the dependence again. The Tengiz oil field was discovered in 1979. Recoverable reserves of it are estimated in 3 bln tons. It enters the ten largest oil fields of the world. Up to 1990 there were 60 wells and they recovered annually 3 mln tons of oil from them. In Soviet time the highly sulfuric oil from Tengiz, Kumkol, Jetibay and Karajanbas fields was mixed with light Russian oil (in ratio of 3: 7) at Samara base and were further exported abroad along the Druzhba main.

What is the volume of oil consumed and exported in Kazakhstan and to which countries is the oil exported?
Oil production volume in Kazakhstan is steadily growing - in 2002 47.2 mln. ton oil and condensate was produced and home consumption of Kazakhstan was 7.8 mln. ton.
In future we intend to increase oil production. In 2003 52 mln. ton oil is expected to be produced. In 2010 production volume will equal to 118 mln ton, and by 2015 - 180 mln ton annually.
From the produced oil volumes in 2002 39.4 mln ton oil was exported, and all functioning directions were used:
- Northern - through pipeline Atirau-Samara and further though Russian pipeline system as well as through railroad system to European countries;
- Western - through pipeline KTK and tankers from port Aktau to ports Baku and Makhachkala;
- Southern - oil delivery with tankers from Aktau to Iranian port Neka within the frame of replacement (swop-operation) Iranian oil delivery from Persian Gulf.

Feyziyev Islam Adil oglu was born in 1965 in Hasanabad settlement of Neftcala region. Having left the high school in 1982, joined the Faculty of Mechanics of the Azerbaijanian Politechnical Institute. In 1983 he was recruited to the Armed Forced of the former USSR. In 1985 completed the military service in the Central Asian Military District of the USSR Defense Ministry. After demobilization from the Soviet Army he continued his studies and graduated the full course of studied in 1990.
Since 1985 he has been working for Bakinski Rabochi Machinebuilding Plant. His started his labor activities as an assistant of milling machine operator and continued his career promotion up to the chief of the integrated workshop block.
FIELD HISTORY N.NARIMANOV
Ahmadov Sabuhi Fatulla oglu was born in Baki, in 1962. He attended the Oil and Chemistry Institute after M. Azizbayov from 1979 to 1984 on the speciality of mining engineer. Upon graduation he was employed by OGRM after Azizbayov, now re-named after Haci Zeynalabdin Tagiyev. He has worked as an operator on oil and gas recovery, master, manager of the field, in the management of the OGRM, Chief of the Production Maintenance Base, heade engineer of the OGRM (Oil and Gas Recovering Management).
He has worked chief of the OGRM after H. Z. Tagiyev in 1997-2003.
He was appointed chief of the OGRM after N. Narimanov on April 29, 2003.
He is a reserve officer, married, has three children.
Caspian Drilling to a Greater Depth
After a mere 32 months, the construction of the Maersk Contractors Semi- Submersible Drilling Rig LIDER (Maersk Explorer) is reaching completion.
The Caspian Shipyard now appears somewhat empty, after the rig departed from the yard on the 17th August 2003 to finalise commissioning and load out at a deeper water location.
The conception of the LIDER (Maersk Explorer) commenced with the signing of a drilling contract between Exxon Azerbaijan Operating Company (EAOC), Chevron Overseas Operating Company and Maersk Contractors. The contract called for a drilling rig, which could safely and efficiently drill, in the deeper structures of the Caspian sea, while maintaining maximum protection to the environment.
BAKU OIL FIELD MACHINE BUILDING WORKS SHIFTS TO API AND ISO 9001 STANDARDS
The Baku Oil Field Machine Building Works (BOFMBW), a subsidiary open stock company is a vivid history of the oil machine building in this country. As the first enterprise of the industry in Azerbaijan, the plant fabricated her first produce in 1880, when it was named Mechanical Workshops of Nobel Brothers.
The plant's putting into operation in the chief oil region of the world at that time was of tremendous significance. Just a few years later intensive work started at the plant in creating oil equipment, which could compete with the one imported most successfully, and met in large scale the needs of rapidly growing oil, oil producing and refining industry of both Azerbaijan and Russia.
Rapid growth of the oil output in Baku in the second half of the 19th century persistently required its provision with necessary equipment. In many oil regions various mechanical enterprises sprang out. Initially the repair of oil field equipment was organized in them, and later they began manufacturing various mechanisms and instruments.
The archive documents available testify that the Oil Production Society of Nobel Brothers bought in 1875 the kerosene plant of the Tiflis Society, which had mechanical workshops, blacksmith's, steam boiler. Soon a blacksmith's, foundry, mechanical, model etc workshops and sections were built on the tidied up sandy Caspian coast a little away from the basic building of the Society. Nearby the carpenters workshop there was a small sawmill was erected. All the production area was equipped by the most efficient equipment of the time. This new industrial complex got the name Mechanical Workshops of Nobel Brothers. In 1899 the Company had an income of 4 mln roubles, and in the next 1900 more than 6 mln roubles. By 1900 more than 460 men worked in the mechanical workshops. In majority they were highly qualified workers. They not only repaired the oil field equipment practically of any make, but also manufactured boilers, reservoirs, drill instruments and other sophisticated products requiring highly exact treatment.
SOCIAL ASPECTS OF THE ACTIVITY OF AZGERNEFT JV
AzGerNeft JV was founded on the basis of the agreement concluded Between SOCAR and the German Gruenewald International Ltd. on the base of the 7th field of BalaxaniNeft OGRM (Oil and Gas Recovering Management).
The AzgerNeft JV is engaged in recovering oil and gas in Ramani area of the Balaxani-Sabunci-Ramani field.
The founders of AzGerNeft JV are Gruenewald International Ltd. (Federative Republic of Germany) and State Oil Company of Azerbaijan Republic (SOCAR).
The AzGerNeft JV started its work on February 1, 1995.
