Mr. Mammadov, what for MQS activity did focus today?
MQS is a joint-stock company registered in Azerbaijan in 1998. MQS was originally the base of the Central Operating Laboratory for welding and testing for the Caucuses Energy Installation Trust. MQS was founded to ensure that the valuable work experience acquired during the life of the COL was not lost. The COL was actively involved in the construction of large-scale power stations and nuclear power plants throughout all the territories of the former Soviet Union. The main areas of MQS operations today are oil, gas, petrochemical renewable energy projects in the Caspian region. The "Customer Satisfaction" and "Business Excellency" strategy of the Company allows growth through various partnerships and shared resource management. The main purpose of establishing this policy is to meet and exceed clients expectations and requirements through provision of flexible, high quality and cost-effective services. MQS is a flexible and customer focused company and has a policy of continuous improvement. MQS owns fabrication facilities which have been refurbished to international standards, mainly European fabrication equipment.
For satisfying of the largest corporations' demands is necessary to arrange the quality control system over production and safety issues, how are getting on this field?
It is the policy of MQS to promote the occupational health and safety of all its employees and to comply with the requirements of the UK Health & Safety at Work Act 1974 and the Management of Health & Safety at Work Regulations 1999. To ensure compliance MQS has developed a Safety Management System that meets or exceeds all the requirements of both HASAWA and HASAWR. The complete SMS is available for inspection on request. MQS has achieved accreditation by ABS for ISO 18001-1999.
MQS recognises that it must provide a quality of service that meets or exceeds clients expectations. To meet this objective MQS has developed a QMS that meets the requirements of BS EN ISO 9000 - 1994 and accreditation to ISO 9001-2000 has been achieved for our NDT activities by Moody International and for the fabrication business by ABS. The MQS QMS is available for inspection on request. MQS is already in possession of ABS Service Provider accreditation for NDT services and hold several State Licences for inspection services and for radioactive isotope importation, storage and transportation. Copies of all these documents are available for inspection on request.
In addition to the above MQS is an industrial member of the UK based Welding Institute.
This gives MQS access to experts in the field of joining technology thus providing an unrivalled service to customers.
All safety, quality and project documentation is produced in English as the principle language with Azeri translations where required. A large number of employees have good English language skills and a training programme will be put in place to teach English to as many employees as possible.

MQS is committed to ensuring that all its employees are trained in all the latest inspection and fabrication techniques and have extensive training facilities in house. All the MQS installation workforces hold current offshore medical and survival certification. The MQS training facility is also available for the training of personnel for external clients particularly welder and inspector training and certification.
Which are company's plans in future?
The MQS vision for the future is to provide as complete a service as possible for the oil & gas and non-oil & gas sectors within the Caspian region. To achieve this goal MQS are entering alliances with stockholders and suppliers of complementary services.
MQS have already reached advanced stages of negotiation with several companies with the intent of putting alliance agreements in place. These additional services include non-welded pipe-work, non-ferrous pipe-work, in-situ pipe-work repairs, specialist construction equipment and cathodic protection to name a few. Details of these alliances, when signed, will be included in the Company Capability Statement.
The MQS Welding Related Services offers clients welder training and certification, non-destructive and destructive testing, material testing and PWHT.
The following is a summary of the services offered:
- Welders training and certification.
- Development of customised weld procedures and execution of all types of welding.
- Heat Treatment : both pre and post weld heat treatment.
- Execution of all types of welding works.
- Non-destructive Testing:
- Dye Penetrant Inspection,
- Magnetic Particle Inspection.
- Radiographic Testing.
- Ultrasonic Testing.
- Mechanical testing for welder and weld procedure qualification.
To provide the above services the Company owns an operations yard of 2800 sq. metres in Baku fully equipped with the necessary workshops including warehouse, laboratory facilities, machine shop, X-ray room, MPI and ultrasonic devices, radioactive isotope store, thickness testers, 20 welder testing cubicles, canteen for 50 person etc.
To execute these services MQS employs highly-skilled personnel: supervisors, site engineers, slingers, welders, fitters, NDT technicians (ASNT, EN LEVEL II UT+RT+MT+PT) and heat treatment technicians.
The MQS Fabrication, Installation & Commissioning Service offers clients a wide ranging service from fabrication of pipe-work and structural steelwork to installation and commissioning both onshore and offshore.
The following is a summary of the services offered:
- Pipe-work fabrication & testing in carbon steel, stainless steel, duplex and aluminium.
- Pipe-work fabrication and testing in Ameron GRE (Bondstrand).
- Structural steel fabrication in all material grades.
- Full range of NDT services from our in house capability.
- Load testing.
- Blasting & painting.
- Machining services in our fully equipped machine shop.
- Installation services both onshore & offshore using experienced personnel.
- Commissioning services both onshore & offshore using experienced personnel.
- Supply of ex-pat supervision should this be a requirement.
To provide the above services the Company owns two fabrication facilities. Fabrication Shop 1 has a covered area in excess of 9500 metres2 and is fully equipped with modern plant. The refurbishment of this facility meets or exceeds the standards required by BP. The facility is divided into the following areas :
- Newly constructed 5 floor office complex complete with management offices, canteen and restaurant.
- 6000 metres2 main fabrication shop with 4 x 14 tonne overhead cranes.
- 800 metres2 exotic metals fabrication shop with 1 x 6 tonne overhead crane.
- GRE fabrication area within the main fabrication area.
- 2800 metres2 blast & paint shop with 2 x 6 tonne overhead cranes.
- 3 floor factory office complex complete with locker room, shower and toilet facilities.
- Purpose built first aid centre.
- Segregated gas bottle storage room.
Fabrication Shop 2 has a covered area in excess of 3400 metres2 and is fully equipped with modern plant. The refurbishment of this facility meets or exceeds the standards required by BP. The facility is divided into the following areas:
- Offices and canteen facilities
- 6000 metres2 main fabrication shop with 4 x 7 tonne overhead cranes.
- Stores & warehousing.
- 2 floor containing locker room, shower and toilet facilities.
- First aid container.
- Segregated gas bottle storage compound.
All MQS facilities have adequate lighting and new ventilation systems have been installed in the welding, blasting and painting areas.
MQS employs skilled, competent supervision and trades personnel who are all fully qualified to the required standards. All personnel qualifications including offshore survival and medical certification are available for inspection if required.
All consumables used in welding processes are sourced from Western European manufacturers and are vacuum packed. All other consumables such as cutting/grinding discs and TIG electrodes are also sourced from Western European manufacturers.
All MQS facilities have main security entrances manned 24 hours a day, 7 days a week and a formal registration system and safety induction training for all visitors is in force.
To maintain continuity of supply, all MQS facilities have standby power generation facilities to cover all its electrical requirements.
