SHARUR INSHAAT MAKES HOUSING MORE AVAILABLE

 

Caspian Energy (CE): Mr. Akhundov, would you review the history of Sharur Inshaat and works implemented now?  

Isfandiyar Akhundov, Director, Sharur Inshaat: ‘Sharur Inshaat' Company emerged in the construction market of Azerbaijan in early 90s. That time our Company mainly dealt with repair of flats and implemented small construction works. Gradually developing and expanding the Company started offering various services in the field of construction and sales of necessary building materials.

Today Sharur Inshaat is a multi-profile Company which is famous not only inside but also outside Azerbaijan. Sharur Inshaat is a large entity uniting two concrete batching plants, the gravel producing plant, the quarry and units producing plastic windows and doors. The plants of the Company are located in various regions throughout the country. The Company specializes in residence buildings. In general, Sharur Inshaat constructed and set in operation 30 residence buildings. The construction of 50 more buildings is underway now. In future we are going to implement a huge number of various construction projects starting from buildings and ending with plants intended for fabrication of construction materials.

 

CE: Do the buildings erected by Sharur Inshaat meet all quality and safety standards?

Isfandiyar Akhundov: We construct buildings that meet all international safety and reliability standards. Appropriate institutions prove their seismic resistance and quality. We cooperate with various design institutions, which assist us in developing designs of buildings. Materials used in construction undergo necessary control in the private laboratory of the company. The Company assigns high priority to the quality of applied materials. For instance, unlike other companies, while constructing floors of buildings our company uses lightweight brick, which does not weight heavily on the fundament.

The technical engineer personnel include experienced designers and engineers who carry out analysis to check strength and seismic resistance of constructed buildings. We purchase only reinforcement bars and concrete, whereas all other materials are produced on our plants. At the same time, we serve these buildings ourselves and provide all required communication services.

 

 CE: What are advantages of buildings constructed by Your Company? What parameters are of high priority in the construction process? 

Isfandiyar Akhundov: All our buildings are constructed outside the city, i.e. in green and ecologically clean territories. Most of our buildings are equipped with the security system, satellite television and central heating. Besides construction, ‘Sharur Inshaat' Company equips flats with necessary facilities. We have well-run production of interior and exterior doors, windows and all necessary furniture. We provide top-level facing works. This expensive facing work enables to ensure thermal protection and sound insulation of buildings.

 

CE: What is the geography of the Company's activity? Do you plan to go to the regions of the country? Do the plans of Sharur Inshaat include conquering foreign markets?

Isfandiyar Akhundov: The regional presence of Sharur Inshaat is limited to construction of various recreation areas such as «CЯnnЯt mЯkan» located near picturecque Goy-Gol Lake. As to foreign projects, the Company has been successfully working in the southern regions of the Russian Federation, Stavropol Territory, for several years. The only problem is the lack of professional personnel. That is why almost all specialists and workers are sent there from Azerbaijan. The Kazakh market attracts our great attention. We carried on talks on several projects. However, we could not agree on some aspects in Almaty. As to Atyrau, we ourselves decided not to work in this region. In future, we will probably try other markets.

 

CE: On what conditions do you sell your flats? What is your motivation of offering flats on credit?

Isfandiyar Akhundov: the Company sells flats on the most favourable conditions in Azerbaijan. We do not require pre-payment for provided flats. Sharur Inshaat mainly works with the average layer of the population and does its best to make housing in Azerbaijan more available. The up-to-the-minute benefit is not important for Sharur Inshaat. That is why we set low prices. The current price policy does not require pre-payment for flats. The credit repayment period lasts 3 years. At the moment we are constructing such residential areas in the villages of Yeni Yasamal, Ahmadly, Bakikhanov and others. The company has established its reliable image through all years of presence in the market.

 

CE: Does the Azerbaijan legislation concerning the construction segment satisfy you? What major problems do the representatives of the construction field face?

Isfandiyar Akhundov: The major problem the constructing companies face now is not prices on construction materials that grow month after month but evacuation of citizens from buildings located on the potential construction site. The executive power of the city could have undertaken this headache of constructing companies like the Moscow city administration in order to free companies from dealing with this difficult evacuation process. The probable way out is to create a legal framework for that. I will bring an example. When implementing the current construction project and evacuating inhabitants from the construction site, we found out 24 relatives registered at 20 square metres. In future all these costs are included in too low price of erected buildings.

I consider timely the recent decision of the Emergency Situations Ministry about the necessity to grant appropriate licenses to companies engaged in the construction field, as it will sift out dealers and incompetent people.

 

CE: What future of Sharur Inshaat do you see in the construction market of Azerbaijan? 

Isfandiyar Akhundov: ‘Sharur Inshaat' Company has lots of underway projects now. They include construction of both residential buildings and industrial areas in the regions of the country. I think in future Sharur Inshaat will keep on developing and hold a good niche in the home market.
