HEYDAR ALIYEV BAKU OIL REFINERY PLANT, LEADER IN NATIONAL OIL PROCESSING INDUSTRY
Heydar Aliyev Baku Oil Refinery Plant, leader in national oil industry, holds an honorable position in Azerbaijan's economy. Along with meeting the local market needs the plant but also delivers around 40 percent of production abroad. The HSE and Quality Management Certificates the plant obtained witness the importance given to the production quality.
The Azerbaijan's national leader Heydar Aliyev was continuously supervising the formation and development of the enterprise. Introduction of the up-to-date technologies and capacities at the plant are inseparable from his name and were performed at his personal incentive. Heydar Aliyev was the one who initiated the enterprise upgrading plan, in particular construction of high-performance unit ELOU-AVT-6, secondary processes that determine the technical level of the plant (catalytic cracking and reforming). Several times Heydar Aliyev visited the plant and each time took an interest in both the production process, social and personal problems of its employees. The constant attention displayed by national leader Heydar Aliyev and his care for oil industry workers have turned the enterprise into the flagship of the national industry.
Going on with the work commenced by Heydar Aliyev, current head of state Ilham Aliyev visited the plant twice over a short time. Having specially mentioned the oil processors' work, president said that during his vice-presidency with SOCAR he always paid special attention to the production process and the overall development of the plant. Having gotten acquainted to the plant operation and highly estimated the results achieved, he said ‘social problems have been solved here, the salary is growing up and it makes me glad'.
The economic policy driven by Azerbaijan's President Ilham Aliyev enabled the country achieve the world-unmatched economic success. Currently observed rates of Azerbaijan's economy growth are inseparable from the country's oil industry progress. The oil industry contribution is more than a half in the 34 percent GDP growth of 2006. The role of oil processing industry leader, Heydar Aliyev BORP, is irreplaceable in economic strength of the country and growth of its industrial capacities. The results the plant achieved were repeatedly mentioned by President Ilham Aliyev. Alongside the growth of economic figures, he especially outlined the plant's social policy, saying ‘The care for people and assistance in solving their social problems is one of aspects of our policy'.
Keeping with its traditions, the team of the plant named after national leader has fulfilled annual crude oil processing plan of the State Oil Company of Azerbaijan by December 14, 2006. Displaying high professionalism, the team exceeded the expectations and boosted the plant's economy through achieving high results. Having taken the baton from president of the State Oil Company of Azerbaijan Rovnag Abdullayev, the current BORP management (which in a worthy manner maintains traditions established by Heydar Aliyev) puts the main effort on the increase of production volume and compliance with international standards. As a proof, during 2006 crude oil processing amount was 4,278.8k ton of oil in excess of forecasted 4,061k, black fuel amount was 584.7k and virgin gasoline fraction 71.3k ton. Thus, the established processing plan for oil, black fuel, and heavy gasoline fraction was fulfilled at 105.4%, 87.4%, and 113.2%, respectively. In general, the initial oil and black fuel processing plan was fulfilled at 102.8%. As in previous years, production growth rates were quite significant this year. Last year amount of primary processing grew by 6.7 percent (oil processing alone - by 9.1 percent) over year. The plant's economic figures were not affected even by insufficient black fuel supplies from Azerneftyag ORP. Effective utilization of this material allowed to produce 129.6k ton of high octane gasoline, 33k ton of diesel fuel, 29k ton of LNG and 19.1k ton of petroleum coke. The supplied crude oil and good primary processing practice allowed to produce 1 extra percent of proposed light products, additional 43k ton of target production. Good results of primary production timely provided oil for secondary refinery. The catalytic reforming and catalytic cracking units team fulfilled the processing plan at 112.1% and 106.1%, respectively. Catalytic reforming and catalytic cracking production grew by 2.8 and 16.4 percent over year, respectively.
The plant's management and experts continuously track production process and fuel and energy resources flow, which allowed saving significant amounts of these resources and reducing process losses.
The efficient use of process equipment capacities enabled raising the processing profundity to 61.4%. The processing profundity grew by 1.8% over year. The ORP employees' dedicated work resulted in the significant improvement of production quality, and 105.7 % amount of production processed enabled making additional 245.5k ton of various oil products. The commercial gasoline production plan was executed at 113.1%, including car gasoline - 110%, diesel fuel and aviation kerosene - a total of 100.8%, liquefied gas - 107.1%, boiler fuel - 109.9%. Production of gasoline, kerosene/diesel, liquefied gas, and boiler fuel increased 18.3%, 7.4%, 11.6%, and 0.9% over year, respectively. In general, during the reported period the plant produced 748.1mln manat of commercial production (up 257mln manat over year) and executed the overall plan at 105%. Having met internal market demand, the enterprise delivered 37.9% of production abroad. Over 40% of produced motor fuel was sent for export. The increase of oil products amount in 2006 allowed to bring export by 67.1% over year.
In the world today, the main source for growing the enterprise capacity, increasing profit fund, opening new workplaces and nearing the international standards is building new production capacities. To achieve this goal, Baku ORP, guided by the State FEC development program 2005-2015, is taking a number of important actions. The part of these actions is the installation of Alkilen/Oksipro process facility from UOP of the USA that is unmatched in the world and plays a significant role in a globalized environment. This means that nobody else but the plant named after national leader Heydar Aliyev will be making the high-quality production using the state-of-the-art technology from US manufacturers. The past year 2006 was quite significant for the enterprise: in November, after long and hard work, Heydar Aliyev Baku ORP, UOP and Triplan AG signed the contract under the Primary Detail Design.
The plant's economic success has established the basis for solving social problems of its employees. The care of employees' welfare and leisure always was the plant management's priority. BORP always followed the recommendations and instructions of national leader for improvement of employees' welfare and resolution of their housing problems. The employees were provided with apartments in 2006. An example is the construction of a 12-storey building with 60 apartments for martyrs' families and disabled veterans at G.Garayev Avenue. At the same avenue, two 17-storey buildings with 85 and 68 apartments will be commissioned this year. The average monthly salary of employees has been raised to 253 manat. In 2006, 650 employees of the plant have been provided a free-of-charge vacation in Nabran. Furthermore, 315 families spent their vacations in various recreation areas, 29 people had a chance to visit sanatoriums. The problems related to utilities of the plant employees have been settled down.
Last year, BORP went on with its policy of safety (ISO 14001), environment (TS 18001), quality management (ISO 9001) and mitigation of risks for life and health of people and for environment.
Material and social support of employees and assistance in solving their problems is always in the plant management's attention. Last year the welfare amount at the plant reached 1,673,000 manat. BORP's management does not leave disabled people, veterans of war, and martyrs' families without attention. Apart from aforesaid, the plant executives pay much attention to physical culture and sports. Last year BORP-funded sports club Mashal has gained a good score both in local and international arenas: the club's sportsmen won 34 golden, 22 silver and 40 bronze medals. The BORP management constantly focuses on all social and other problems of its personnel.
Having successfully completed the previous year, Heydar Aliyev BORP, which proudly bears the national leader's name, is determined to secure the flag of irreplaceable leader in Azerbaijan's oil processing industry.
