INTERGOVERNMENTAL AGREEMENT ON KAZAKHSTAN’S JOINING THE BTC PIPELINE TO BE WORKED OUT BEFORE MAY 10
The final round of the negotiations about Kazakhstan’s joining the Baku-Tbilisi-Ceyhan oil pipeline named after Heydar Aliyev will be held on April 29 in Baku. The construction of the BTC oil pipeline is approaching its completion, the first tanker with 450,000 barrels of Azeri Light brand oil will be shipped approximately in June 2006.
UKRAINE IMPLEMENTS THE EURASIAN OIL TRANSPORTATION CORRIDOR PROJECT
PRIMARY TARGET IS TO LOAD THE ODESSA-BRODY OIL PIPELINE WITH CASPIAN OIL
President of Ukraine Victor Jushchenko directed the Cabinet of Ministers to approve a plan of actions on complex implementation of the Eurasian Oil Transportation Corridor (EOTC) project within a month. The President gave a commission to the Cabinet of Ministers to build a new petroleum refinery in Brody. The new terminal has been successfully started up in OMTP (Odessa Marine Trade Port). Nevertheless, the Odessa-Brody pipeline expands volumes transported in the reverse direction.

“All core aspects of the intergovernmental agreement between Azerbaijan and Kazakhstan about transportation of Kazakhstan’s oil through the Aktau-Baku-Tbilisi-Ceyhan corridor named after Heydar Aliyev have already been coordinated,” Minister of Industry & Energy of Azerbaijan Natig Aliyev told Caspian Energy Weekly in the exclusive interview.

DISCONTENTED WITH NEGP: A DIFFERENT APPROACH
The countries that do not take part in the North European Gas Pipeline project express their discontent. They complain about ecological aftereffects and other losses of transit billions. For instance, the North European Gas Pipeline will deprive Poland of 1 billion US dollars a year gained from transit of the Russian gas. The Governments of the Baltic countries expressed anxiety because of “too sensitive problem of ecology of the Baltic Sea”.

KAZAKHSTAN INTENDS TO MAKE A NUMBER OF CHANGES TO THE BUDGET CODE
NON-OIL DEFICIT OF KAZAKHSTAN WILL BE COVERED MAINLY DUE TO GUARANTEED TRANSFER FROM THE NATIONAL FUND AND CREDITS, MINISTER OF ECONOMY & PLANNING OF KAZAKHSTAN KAIRAT KELIMBETOV THINKS.
The Government of Kazakhstan plans to submit the packet of legislative amendments concerning the parameters of the budget for 2006 to the Parliament before April 20. The Government plans to submit a block of law drafts targeted at change of the country’s budget for 2006 to the Parliament before April 20. The Minister of Economy & Budget Planning of Kazakhstan, Kairat Kelimbetov told after the scheduled session of the Government held on April 17.
The block of law drafts consists of the law draft “About making of changes and appendices to the law of Kazakhstan “About the republican budget for 2006,” the law draft “About changes and appendices in some legislative enactments of Kazakhstan concerning matters related to improvement of the budget legislation” and “About making changes and appendices to some legislative enactments of Kazakhstan on taxation matters.”

MAZEIKIU NAFTA: ACCOUNT EXCEEDED BILLIONS
YUKOS DISSOCIATED ITSELF FROM THE SHARES OF THE LITHUANIAN OIL HOLDING
Few people can forecast who will operate the shares of the Lithuanian oil holding, however, Yukos has isolated itself from the Holding.
“The shares of Mazeikiu Nafta do not belong to Yukos. Moreover, Yukos is not a nominal shareholder of these shares and has not a right to display them for sale.” The President of Yukos, Steven Teede made such a statement.
This statement was followed by the severe fight between four companies from Poland, RF and Kazakhstan for the shares of the Lithuanian holding.

OPEC WILL HARDLY REDUCE PRODUCTION LEVEL IN 2006
OIL PRICES BEAT THE HISTORICAL RECORD
The Organization of Petroleum Exporting Countries will hardly reduce the production level if the global demand remains stable and prices range within 70 US dollars per barrel, the Minister of Oil Industry of Qatar, Abdullah Al-Attiya told on Monday. Having left behind the physiological line, which is 70 US dollars per barrel, the oil prices beat all historical maximums.
