PRESIDENT OF AZERBAIJAN ILHAM ALIYEV VISITING USA
President of Azerbaijan Ilham Aliyev arrived in Washington D.C. at the invitation of the President of the United States of America, George W. Bush on April 25. The first meeting of the President of Azerbaijan, Ilham Aliyev was held on April 26 in the Council on Foreign Relations in Washington within the frame of the visit.

INTERGOVERNMENTAL AGREEMENT ON KAZAKHSTAN’S JOINING THE PIPELINE TO BE COORDINATED IN BAKU
The Turkish party completes the construction of the Baku-Tbilisi-Ceyhan Oil Pipeline named after Heydar Aliyev. According to the preliminary information, the BTC will be officially started up on July 13, 2006.
The final round of the negotiations about Kazakhstan’s joining the Baku-Tbilisi-Ceyhan Oil Pipeline named after Heydar Aliyev will be carried on in Baku on April 28.

BP plans to expand its participation in Caspian projects. The Company is currently involved in the major projects implemented in Azerbaijan. This time the matter concerns quite new fields. Nevertheless, implementation of Alov-Araz-Sharg project also operated by BP still remains frozen.

LUKOIL INTENDS TO BRING OIL PRODUCTION IN KAZAKHSTAN TO 10 MILLION TONS
Russian companies confirmed their readiness to transport oil through the oil pipeline from Kazakhstan to China.
Russia has set its long-range energy sights on the countries of the Caspian and Asian regions. The meeting held by the Lukoil JSC Board of Directors in Astana and intentions of the Company to bring its oil production in Kazakhstan to 10 million tons a year confirm this. Lukoil JSC President Vagit Alekperov and President of Kazakhstan Nursultan Nazarbayev discussed opportunities to expand the business in Kazakhstan.
The Company announced about discovery of a new gas field in Kandym region.
In addition, according to the statement of Transneft JSC Semen Weinstock, Russian companies have confirmed their readiness to transport oil through the Atasu-Alashankou oil pipeline from Kazakhstan to China in the volume of 1,300,000 tons a year.
Rosneft JSC President Sergei Bogdanchikov supported expansion of the CPC capacity.

OPEC AGREED TO PRESERVE QUOTAS
OIL PRICE CAN GROW UP TO 100 USD PER BARREL
The Oil Ministers of the Organization of the Petroleum Exporting Countries (OPEC) agreed to preserve the official production quotas on the level of 28 million barrels a day. The cartel does its best to contain prices on hydrocarbons and stabilize them at the world oil market. OPEC thinks reduction of global tension and growth of processing facilities can contribute to solve the problem with high prices. Meanwhile, oil prices keep on reaching new historical maximums. As the OPEC announced, enough amount of hydrocarbon reserves will enable the cartel to do without Iranian oil for a long time if Teheran decides to stop the export activity.
