The statements of Russia about oil supplies to be delivered to the countries of CIS and Baltics at the average European prices, which shook the Eurasian continent last year, are sharply felt nowadays. Russia that agreed to purchase “expensive” gas from Turkmenistan unambiguously let know that it is not going to indulge to anyone. Ukraine decided to have the matter out first, however, the talks between the two premiers have not resulted in real agreement, though the parties promised to settle gas issues by mid October. Belarus and Russia also delay solving gas issues. Azerbaijan that is going to put the Shah Deniz gas condensate field into operation this year has options to choose between. If the surge of increase in gas prices does not pass Azerbaijan, the country may cut volumes of imported fuel.

2007 DRAFT BUDGET SUBMITTED TO THE PRESIDENT OF AZERBAIJAN FOR CONSIDERATION
The 2007 draft budget has been submitted to President of Azerbaijan Ilham Aliyev for consideration upon completion of the discussions held on September 25 in the Cabinet of Ministers under the chairmanship of Prime Minister Artur Rasizadeh. The discussions revolved around the 2007 draft state budget, conception and forecast of development of Azerbaijan Republic for 2007 and the next 3 years.
RF STATE DUMA APPROVES 2007 DRAFT BUDGET IN FIRST READING
The RF State Duma has approved the 2007 draft federal budget during the first reading. During the plenary session (September 22) MPs approved the following macroeconomic parameters offered by the government: revenues - in total 6 trillion 965.3 billion rubles (22.3% of the GDP), expenditures - 5 trillion 463.5 billion rubles (17.5% of the GDP), proceeds - 1 trillion 501.8 billion rubles (4.8% of the GDP).

OPEC MAY CUT OIL PRODUCTION QUOTAS IN AUTUMN
EXPORTING COUNTRIES TO KEEP THE PRICE WITHIN 60 USD PER BARREL
The experts from the Organization of Petroleum Exporting Countries (OPEC) intend to work out proposals related to reduction of quotas on production and export of crude hydrocarbons for the forthcoming meeting of the OPEC Oil Ministers to be held in December. It is not excluded that the decision to cut production volumes will be made before the December meeting in Nigeria. Though, oil prices reached 60 USD per barrel.
Meanwhile, considering the prospects on global energy market development RF President Vladimir Putin thinks it is necessary either to supplement new provisions to the Energy Charter or to work out another document.
