Azerbaijan's electrical power supply network privatization rendered consulting assistance by TACIS experts
At the request of the government of Azerbaijan and in order to render consulting assistance to the process of Azenerji's privatization, the terms of implementation of "Facilitating Reconstruction of Azerbaijan's Electrical Power Supply Sector (EPPSA)" TACIS project (January 2001) within the past few of days have been prolonged until July 28.
The government proffers to subdivide the republic's electrical power supply blocks into five compound groups, according to JSC Azenerji. These are namely electrical power supply networks of Baku, Nakhchivan, Sumgayit in the country's northern part, Gyanja in the western part, and Ali-Bayramli in the southern part. The companies participating in the tender for a long-term governance of the Bakielectrikshebeke JSC make up a group of potential investors for the systems' reconstruction project, since Siemens was the only one to win out of six participants. Moreover, taking into consideration population's social condition and in order to allure foreign investors, there is a plan to group various districts' electrical power supply networks according to a diversity of categories.
Currently, the JSC and TACIS representatives carry out a joint action aimed at finding out the best way to compound electrical power supply blocks.
Tender to be invited in late April for erection and delivery of equipment necessary to enlarge the Mushfiq electrical power substation
In the latter part of this month, the Agency for Restoration and Reconstruction of Occupied Territories is going to announce a tender for erection and delivery of equipment that is necessary to enlarge the "Mushfiq" electrical power substation. According to the project, 42 kilometers of electrical 220 kV power line will be run connecting power substations "Mushfiq" with "Absheron".
The project will be implemented within the framework of the EC "Exclusive Assistance to Azerbaijan" program, and is going to be funded by the second credit tranche to be allocated by the organization. The second tranche will amount to 9.5 million euro.
Real capacity of Azerbaijan's electrical power stations averages 80% of their nominal capacity
The real capacity of Azerbaijan's electrical power stations - 4.000 MW - makes up 80% of their nominal capacity. This is due to the worn out condition of the stations' equipment and a water level drop experienced by rivers over the past three years, etc., according to the Technical Department of Azenerji JSC. For the past 35 years 30% the electric power stations' equipment hasn't ever been updated due to funding shortage in Azernerji.
Currently, there are 7 thermoelectric and 6 hydroelectric power stations.
Bakielektrikshebeke JSC experiencing 2.4% expenditure increase
As compared to the last year's rate, the January and February 2001 expenses of Bakuelektrikshebeke JSC, had grown by 2.4% and totaled 5779.5 million manats.
Since beginning of this year, the JSC has replaced 5 kilometers of underground high voltage power cables, and 11 kilometers of low voltage wiring, technical department of Bakielektrikshebeke JSC told Turan. 200 box sets have been utilized to renovate high voltage power connections.
Besides that terrestrial electrical power lines have been renovated. Thus, in January and February 2001, the JSC personnel repaired 150 kilometers of various pressure electrical power lines.
10 new transforming stations have been set up by the JSC in the settlements of Buzovni, Nardaran, Mardakyan, and Khutor in order to improve their power supply.
Over the past period, the JSC has examined 120 substations in the city of Baku and was able to replace 20 outdated transformers, and carry out a number of other preventive renovation works.
Local electrical equipment manufacturers dislike actions by Azenerji leadership
The actions of JSC Azenerji and Bakielectrikshebeke (Baku city power supply network) are groundless, since they purchase only CIS made complete transformer substations, dry and oil cooling transformers, while ignoring identically made local production, said Talib Alikhanbekov, Chairman of the Baki Mayesiz Transformatorlar Joint Stock Company (BMT - Dry Transformers Plant - editor).
They make purchases without properly invited tenders, he noted. Meanwhile, BMT's production is 30% cheaper than the foreign one, it meets international standards, and in May 2000, it is going to be granted ICO - 9001 quality certificate by the Turkish Standards Institute.
In the year 2000, the joint stock company has won tenders announced by the group of Novolipetsk and Magnitogorsk metallurgical plants, namely Mosmetropolitena, Mosenergo, etc. The enterprise has executed a number of tender-based orders of the Agency for Restoration and Reconstruction of Azerbaijan's Occupied Territories.
In the year 2000, the enterprise has altogether manufactured and realized 700 transformers and transformer substations. According to the plan, the company's production rate in the current year should surge up to 2000 units per year.
By April 10, 2001, the Interaudit Company will complete auditing BMT's financial activities, Alikhanbekov said, whereby allowing subsequent submission to the Ministry of State Property of the company's documents evidencing early accomplishment of three-year investment program.
The controlling block of papers of Baki Mayesiz Transformatorlar JS Company has been purchased by an individual, which assumed to invest over 4 billion mantas in the enterprise (about $1 million), at the investment tender that took place in August 1999.
Broadening Azerbaijan-Iran relations in the area of electrical power production
Yesterday, Azerbaijan's Prime Minister Artur Rasizade had received Iran's Minister of Power Industry Mr. Khabibullu Biterefa, which arrived in Baku with a working visit. In the meeting's course, the parties have discussed perspectives of future cooperation development in the realm of Power Industry.
The visit of IRI's Power Industry Minister has been timed to the opening of Imishli (Azerbaijan) - Parsabad (Iran) electrical power line whose capacity is 50 MW.
According to the agreement, Iran has committed utilize the new line in order to deliver 100 MW to Azerbaijan in the first and fourth quarters of this year. 50 MW will meet power needs of Nakhichivan AR, while other 50 MW will be utilized to meet power needs of republic's other districts.
Azerbaijan, in tern, has undertaken to deliver 170 MW of electrical power to Iran in the second and third quarters of this year: 70 MW will pay for Iran's electrical power delivery to Nakhichivan in the 1990s, while 100 MW are going to remunerate for the electrical power delivery to Azerbaijan made by Iran in the first and fourth quarters of this year.
The Imishli-Parsabad electrical power line is 58 kilometers long, of which 31 kilometers pass through Azerbaijani land, while other 27kilometers penetrate Iran's territory.
Turkish electrical power supplies to Nakhichivan not increasing
Due to a lack of technical capacity, no increase is envisaged in the rate of Turkish electrical power supply to Nakhichivan, Vice-Prime Minister of Azerbaijan Republic Abid Sharifov told Turan.
In the meanwhile, the Turkish side has proffered to provide for the operation of Nakhichvan's four electrical power generators in exchange for diesel fuel, he noted. However, he said that these generators daily consume 340 tons of diesel fuel. "Taking into account transportation expenses and its cost, monthly deliveries of diesel fuel from Azerbaijan to Nakhichivan turn out to be twice as more expensive than the cost of purchased electrical power," Sharifov emphasized.
Currently, Azerbaijan receives 25 - 30 MV of Turkish electrical power per annum.
American experts forecast 42% increase of electrical power consumption in Russia and CIS until 2020
